Rob Elliott P.E.

National Training Director

Rob Elliott began his highway engineering career at Florida DOT in 1990 with growing responsibilities including 11 years with FDOT, 3 years as a private engineering consultant and 22 years at FHWA. He is an accomplished Professional Engineer with focused expertise in highway construction and project management, delivering innovative solutions and strategic leadership within the Federal Highway Administration to State and Local Partners. Rob is a proven leader in technical assistance, technology deployment, and training, successfully guiding teams to execute high-impact initiatives such as Every Day Counts (EDC) and Federal Aid Essentials across the United States, Puerto Rico, and Guam.


During his career at FHWA he was recognized as a certified instructor for the National Highway Institute (NHI) to design, deliver and instruct construction project management courses. He has managed complex projects, deployed national programs, and guided policy improvements to aid transportation project delivery partners in the U.S.
